Inspiron 3552 - No Bootable Devices Found

Laptop wouldn’t start.   Diagnostics said to replace the hard drive.  So I did that with a dell ordered 256GB Hard Drive. 
New hard drive installed and now the diagnostics test shows no errors....however the laptop won’t boot because of “no bootable devices” found.   Have changed Bios settings back and forth from UEFI to Legacy without any luck and have changed hard drive to 1st boot priority without any luck.  
Is there anything I can do for this laptop or is it toast?

Windows 10 I believe 

*edit to reply*. I didn’t install an OS on the New hard drive.   I unplugged the old HD and plugged the new one in.   Haven’t been able to get the laptop booted yet to install a new OS.  Windows 10 was on the old HD

Did you install a Dell Recovery Image or did you use a W10 media created image???

No I didn’t do either.  I will try the OS recovery tool

You have to boot from a Dell USB recovery image.
