Inspiron 5584 - Dell Update Notification "The system has been updated"

I believe have the same issue described in markwny153's unsolved 12-06-2018 thread Notification from Dell Update: The system has been updated in the XPS board. These Dell Update notifications stating "The system has been updated" started around 17-Dec-2019 on my Inspiron 5584 / Win 10 Pro v1903 (now v1909) laptop and appear about 5 minutes after every system restart. The problem occurs with the latest Dell Update Application for W32 v3.1.0 (Package 0TFPF, available <here>) as well as the latest Dell Update Application for UWP v3.1.0 (Package 9FX1M, available <here>).

If Dell Update Application for UWP v3.1.0 is installed I can stop these notifications by going to Settings | System | Notifications & Actions | Get Notifications From These Senders and turning OFF all notifications for Dell Update. If Dell Update Application for W32 v3.1.0 is installed these notifications cannot be disabled.

After reading today's suggestion <here> from DELL-Cares Moderator Prajesh I uninstalled and wiped any traces of Dell Update I could find on my system before installing the latest Dell Update Application for UWP v3.1.0. It didn't fix the problem, but here are the steps I followed:

  1. Uninstalled the Dell Update Application for W32 v3.1.0_A00 (Package 0TFPF, Dell-Update-Application_0TFPF_WIN_3.1.0_A00.EXE, installed 08-Feb-2020) using Revo Uninstaller Portable Free v2.1.1 in Aggressive mode. Revo found 1 stray registry value not removed by the standard uninstaller (see image below) and 5 miscellaneous .lnk shortcuts in C:\Users\<myusername>\AppData\Roaming\Microsoft\Windows\Recent Items.
  2. Re-booted and used CCleaner Portable v5.63 to clean all Windows and browser temp files and then ran CCleaner's registry cleaner. CCleaner found one registry entry related to a previous UWP version of Dell Update (Problem: Application Path; Data:  C:\Program Files\WindowsApps\DellInc.DellUpdate_3.1.54.0_x64__htrsf667h5kn2\Main\DellUpdate.exe; Registry Key: HKCU\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Compatibility Assistant\Store) which I removed. Please note that I had previously uninstalled Dell Update Application for UWP v3.1.0 from the Control Panel on 21-Jan-2020 (I believe my Inspiron laptop originally shipped with an older version of the Dell Update Application for UWP) so I'm not sure why that registry entry references v3.1.54.0.
  3. Re-booted and installed the latest Dell Update Application for UWP v3.1.0 (Package 9FX1M, Dell-Update-Application_9FX1M_WIN_3.1.0_A00.EXE  downloaded <here>). Launched Dell Update app and checked for updates - it reported no updates are currently available.
  4. .Re-booted multiple times and confirmed no Dell Update notification stating "The system has been updated" appeared within 10 min of each system re-start (which is not surprising since I confirmed that Settings | System | Notifications & Actions | Get Notifications From These Senders was turned OFF for Dell Update by default after the clean reinstall).
  5. Turned notifications for Dell Update back ON in Settings | System | Notifications & Actions | Get Notifications From These Senders. A new notification appears again after every re-boot as long as I click OK to clear the notification (see images below) before re-booting.

The only difference I notice now is that the notification banner for the UWP version of Dell Update v3.1.0 doesn't pop-up automatically in the system tray as it did for the Dell Update Application for W32 v3.1.0 (see the image I posted <here> for the W32 version). With the latest UWP v3.1.0, the notification icon in my system tray simply shows that one new notification has been posted and I have to open the notification action centre (see images below) to see it's from Dell Update.

Further to avpman's post today in the XPS thread Notification from Dell Update: The system has been updated, I checked the support page for their XPS 15 9560 at https://www.dell.com/support/home/ca/en/cabsdt1/product-support/product/xps-15-9560-laptop/drivers and confirmed that the release notes for Dell Update version 3.1.1 (rel. 24-Feb-2020 for both the UWP and Win32 applications) include the following:

Fixes:

  • Addressed the arbitrary file overwrite issues.
  • Fixed the issue where The system has been updated notification is displayed, when no updates are applied.
  • A system reboot is no longer applicable during self-update of Dell Update for Windows 10.

Enhancements:

  • Updated the Json.NET library to 12.0.3 version.


Unfortunately, the support page for my Inspiron 15 5584 at https://www.dell.com/support/home/ca/en/cabsdt1/product-support/producDet/inspiron-15-5584-laptop/drivers still lists the old Dell Update v3.1.0 (rel.20-Nov-2019) as the latest available update and neither SupportAssist v3.4.1 or my Dell Update App for UWP v3.1.0 detect the v3.1.1 update for Dell Update.

Good news and bad news.

I installed the Dell Update Application for W32 v3.1.1 (Package XT3FW, rel.24-Feb-2020) today using the offline installer downloaded from the support page of my Inspiron 15 5584 <here>. The good news is that I no longer see "The system has been updated" pop-up notification from Dell Update after every system restart that I described in my original post.

The bad news is that the Dell Update v3.1.1 user interface always reports that the Last Check for updates was 17-Dec-2019 (although the Last Update date of 15-Feb-2020 looks correct, since my previous Dell Update v3.1.0 detected and installed an urgent chipset update for Intel Management Engine Interface Driver 1938.12.0.1317 on 15-Feb-2020). I removed the old v3.1.0 using Revo Uninstaller Free Portable v2.1.1 in Aggressive mode and re-booted before installing v3.1.1, but there's apparently some registry entry or static data file (e.g., like the Service.log and/or Activity.log files contained in the hidden C:\ProgramData\Dell\UpdateService\Log folder) that wasn't removed by Revo Uninstaller Free and is not being updated correctly when I check for updates.

I also noted that an urgent update for the Dell Inspiron 5583 and 5584 System BIOS v1.9.2 was released on 27-Feb-2020 and isn't currently detected by either Dell Update v3.1.1 or SupportAssist v3.4.1 so I'm not certain that scans for available updates are actually working correctly with either of these software updaters.

Further to my comment yesterday about the incorrect Last Check date on the Dell Update Application for Win32 v3.1.1 user interface, if I browse to the support page <here> for the Inspiron 5584 in my Firefox ESR browser and click the blue Detect Drivers button this scan finds one urgent update (Inspiron 5583/5584 BIOS v1.9.2, released 27-Feb-2020)  ...

... while SupportAssist v3.4.1.49 and the new Dell Update v3.1.1 still report there are "No Available Updates" (see image <above>). That suggests that update checks aren't running correctly from either of those installed software programs.
