Issues with TPM/PTT Inspiron 5770

Looking to get some help here. I have a Dell Inspiroin 5770 that I need to put bitlocker on. I know this device doesn't exactly have a TPM but it does have a PTT that I have enabled in the BIOS and on Windows 10 it does show up as a TPM but for some reason windows can not use this device. I have tried clearing the TPM from within Windows and from the BIOS itself but that does not seem to fix the issue within Windows. BIOS is fully up to date on the machine and I've tried the steps here:

but that does not seem to fix the issue. Any help would be appreciated.
