Remove the hard drive or SSD and see if the system will power up to a boot screen.  If it will, the drive is bad. 

If it will not, the mainboard is bad.

Hold down the "D" key, push the power button, release the power button, wait 2-3 seconds and release the "D" key

The laptop should go through an LCD test of solid White, Red, Green, Blue and Black 2 or 3 times.

After completion it should try to automatically boot 2 or 3 times.

If it does not boot, then the next thing would be to disconnect the BIOS/CMOS battery.

Since you did not post the exact model number I am unable to tell where the Coin-cell battery is located.

Perform a hard reset.

  1. Turn off the computer.
  2. Disconnect the AC adapter or power cable from the computer, and remove the battery (for Dell laptops with removable battery).
    NOTE: For Dell laptops that have a nonremovable battery, see the Dell knowledge base article  How to reset Real Time Clock (RTC).
    For Dell laptops with removable batteries, see the  User Guide for your Dell laptop for step-by-step instructions to safely remove the battery.
    NOTE: On select Dell Latitude laptops, try to recover the laptop using the forced ePSA method from a POST or boot failure. To learn more, see the Dell knowledge base article  How to Use Forced ePSA to Recover from POST or Boot Failure.
  3. Disconnect all devices such as USB drives, printers, webcams, and media cards (SD/xD).
  4. Press and hold the power button for 15 to 20 seconds to drain residual power.
  5. Connect the AC adapter or power cable and the battery (for Dell laptops).
  6. If your Dell computer can turn on but is unable to boot into Windows, identify the symptoms and follow the appropriate troubleshooting guide.
  7. If your Dell computer is not able to turn on, follow the troubleshooting guide for no power symptom in the table below.

Now try to reset the CMOS/BIOS.

Disconnect the AC adapter and the “Main” battery.

Disconnect/remove the “Coin-Cell” battery.

Connect the AC adapter for 5-10 seconds.

Then disconnect the AC adapter.

Connect/insert the “Coin-Cell and Main” batteries.” Only”

Turn the laptop over and open the lid.

Now connect the AC adapter.

It should try to automatically boot 2-3 times.

Hello,

I tried what you asked and it did go through the LCD test successfully, but when it tried to boot, it did the same click, flash of the battery light and slight screen flicker.

I looked in my purchase records and as far as the model, all it says is it’s a 2019 Dell Premium Inspiron 15 3000 15.6 inch Hd touch screen. The service tag on the back does not say anything more specific about the model, just the service tag: , express service code: , manufactured in 2018. I hope that helps. Thank you for your continued assistance.
