Login issue with Dell Inspiron 15 after restart diagnostic

Hi,

I am getting an issue of 100 cpu usages so I have try to fix this issue by going into msconfig screen and select diagnostic option but instead of click ing ok I click on apply then click on Ok button and restart the system. After this I am not login into system. Neither It is accepting password nor it is allowing to reset it. Please help to resolve this issue
