TUSB3410 connecting then immediately making disconnect sound

Hi, I am trying to connect a communications cable to my inspiron laptop. I am having trouble connecting to the program and I think this is due to the usb making the connect noise as I plug it in followed immediately by the disconnect noise, yet the usb is still found in the device manager showing it is plugged in with no errors. Does anyone know why usbs would make the disconnect noise when connected and how to fix? Thanks, Molly
