Bios Master Password
I've just bought a used Latitude E6330, from a used goods charity shop. I have proof of purchase. The biometric, pre-boot authentication is however activated. They cannot tell me the previous owner of the laptop or give me a password to bypass the fingerprint scan. It was more than likely donated to them. How would I authenticate my purchase as a new owner and get a password to access the laptop without knowing who the previous owner was?

Your best bet is to return the system for a refund. The only other solution (particularly given the presence of the TPM-bound fingerprint) is to replace the mainboard.
