CPU issues with new inspiron 7567

Hello All,

I could use some assistance troubleshooting an issue with my new Dell Inspiron 7657.

Specs:
i5 7300hq (2.5-3.5)
gtx 1050 ti
16gb ddr4 2400
ssd main drive
7200 rpm hdd

The issue I'm having is the CPU will throttle to below its base frequency while gaming - temperatures do not exceed 70c. See below screenshot:

note: 1st line is CPU, 2nd line is GPU, 3rd line is gpu memory usage and 4th line is fps

The difference between 2.3ghz and 3.1ghz in bf1 is a difference between 30 and 60 fps - so this is kind of a big deal when it comes to gaming.

I cant seem to be able to find out the solution to this - im running on the latest drivers and bios - ive even installed intel tuning utility and pumped up the cpu wattage to see if it was a power limitation.

I could use some additional heads grinding away at this issue. I can't seem to find any related posts online.

This issue is actually caused by a power delivery issue.  When the system is under full load, it throttles the CPU.  It would be wonderful if dell would address this.

I've tried disabling all virtualization within the bios and completely uninstalling all drivers and pulling the latest drivers from the Dell website.  I've also removed a stick of RAM to run on a single stick and moved all game installs to my primary C:\ drive.  Still experiencing the same issue.

I would really appreciate it if Dell could provide a response - it looks to be like there is a CPU power delivery issue related to either drivers or bios, both of which would be handled by Dell.

This issue happens in my laptop as well.

Specs:

i7 7700hq

gtx 1050 ti

BIOS version: the issue both happens on 1.0.4 and 1.0.5

Windows version: Win10 15063 creative update

The reason is power limitation. Because when the down freq happens, the cpu temp is only 66 °C.

Also, whatever the cpu voltage is, power always limits to 15W, when the GPU is running.

The CPU i7 version cost more power for running, in your case (i5) it limits to 2.2GHz, but for i7 it limits to 2.0 GHz. It makes me crazy for a long time.

The temperate solution for me is install intel extreme tuning utility. tune the cpu voltage to -100 or -125mV.

The power limitation still happens. But the CPU freq will raise to 2.5Ghz(i7), on power 15W.

The tieba's user solve the problem by reinstall the system, he said the reason for CPU down-clocking is the Windows 10 Creative Update.(15063). You can open "cmd" or settings-system-about to see the version for Win 10.

Because I am in summer holiday (student), the 7567 laptop is not with me. I can not test the earlier Windows 10 system.

For older windows 10 ISO, you can download the Win 10 Home iso from MSDN or (http://msdn.itellyou.cn/   still need translation).

turns out my solution wasn't actually a solution.  After further testing I noticed that it is a power delivery system issue.

HI, I am back. I have confirmed that the CPU throttle is caused by creators update(15063). I have a old laptop - Acer V5-573G. It has i5 4200U and GT750. It is a low voltage CPU and heat dissipation is good on that laptop. It usually works on 2.4GHz with full load. Before the creators update. It always works fine. But after update. The CPU throttle to power consumption 15W when GPU Is running. After GPU starts a few seconds, the CPU work only on 1.8GHz with 70 degree.

Let's talk about the inspiron 7567. I update the BIOS to 1.10 and throttle still happens. I reinstall the Windows 10 to 14393(1607), it no longer happens CPU throttle any more. The CPU full load on (3.3Ghz) even it is 93 degree when GPU is running.

About the autumn creators update(1709 or 1710?), I install it today. The version is very close to RTM which is 16299.15. DO NOT HOLD TOO MUCH HOPE.

I test it with furmark + AIDA64. This version still has throttle like creators update 1703. 16299.15’s throttle is radicaller than 1703. It limits power to about 13.5 W. The CPU now only works on 1.8GHz when GPU is running.

Now I return to 14393(1607), and uses group policy to block function update to forbid the Windows update to 1703 or later. I still open the Windows update on quality update. So that I can still receive safety update.
