MY question is is it possible to relpace a normal display to a touch srceen display? (or do i already have one or i just dont know....) please help asap i really need to know ;)

The 3521 was available both touch and non-touch throught its life -- if you don't have a glossy glass panel in front of the screen, yours is non-touch.

The system doesn't appear to be a touchscreen -- and while anything is generally possible given enough funds, it's not going to be cost-effective to upgrade the system to a touch screen.  Basically the entire top half of the system has to be replaced - along with the internal video cable.  This is over $250 in parts alone - probably more than half what the system cost initially.

Hi, 

    I am trying to determine if my 3521 has touch screen.  Customer support insists that any Inspiron 15, model 3521, shipped after 1/1/13 has a touch screen.  My Shipping Date was 1/17/2014.  However, for  

monitor under hardware it says "generic PnP monitor".  In addition,  under control panel/systems it says 

"No pen or touch input is available for this display"  

In addition, the screen is very soft, not hard glass like a cell phone screen.
