Display brightness increasing then decreasing rapidly on Inspirion 15r

My Dell Inspirion 15r has developed a really annoying issue.

When running on battery mode (Yet to test on a/c power) the screen will randomly increase in brightness and then decrease instantly. (Almost like a flash)

This happens at random occasions so not constantly but in a 10 minute period it probably happens 6-7 times.

Ive checked and updated the video driver and chipset driver and disable the adaptive brightness settings, however the issue still remains.

In regards to the dell intelligent display option I can't tell if this actually has fully disabled.

Laptop is running windows 8.1 OS.

Any help is appreciated.

I suggest looking into Windows power settings and make sure that this isn't Windows trying to save battery power.  Just change the settings so that power isn't reduced to the LCD and see if this continues to happen.  This will increase battery power consumption, so you may have to make a decision to conserve battery power or to stop the LCD from dimming.  Please let me know what you find out.
