Inspiron 1525 , Windows 7 not charging while plugged in
Charging light on laptop continues to blink blue then orange even when computer is shut down. Battery shows 61% and not charging.

Charging light on laptop continues to blink blue then orange even when computer is shut down. Battery shows 61% and not charging.

You may need to replace the battery. Is the power adapter light on? Remove the battery and plug the adapter in the computer. If it is working with the adapter plugged in then, replace the battery.
Solid blue — The battery is charging.
Flashing blue — The battery is almost fully charged.
Battery Charging
The battery should be charged while the system is off for faster charge times. Users may notice longer charge times when the system is turned on and running graphics-intensive applications.

Its either the adapter or the battery. remove the battery and plug in the adapter as Jesse L said, and also try a different adapter to charge the laptop if you can find one. Also just check around at the bottom of the laptop for the voltage input the laptop battery requires and compare it with the voltage output of the adapter,
