Need more information - where? The BIOS (immediately on powerup)? If there, call Dell, prove ownership and (if you're out of warranty) pay the charge for a call, and you will be assisted.
Or is this a Windows problem - if so, try booting in Safe Mode (F8 before Windows loads). If you can get in there, reset the user password from the control panel.
