Laptop says not charging, but battery doesn't go up or down.

I've been using the same charger for my laptop for awhile. But just today, when I turn on my computer it says that the AC adaptador is not recognized. The green light on the block in the plug is on, and there are no fraying wires or anything like that. It says "plugged in, but not charging" when I click the battery button in the bottom right, but the battery doesn't move up or down. I've tried restarting my computer, removing and cleaning the battery with a cloth and holding down the power button for thirty seconds without the battery in, and moving my charger to a different outlet, but nothing works. What do I do? Do I need a new charger?

A new OEM Dell adapter is the first thing to try, yes. If that doesn't solve the issue, if the system has a separate DC jack inside, replace that -- and if that doesn't get the adapter recognized, replace the mainboard.
