Laptop will not turn on when touchpad is attached.

I have a Dell Inspiron N4010.  I recently had the cooling fan replaced, but now, the laptop will not turn on.  It will work if the touchpad cable attached to the motherboard is removed, but not otherwise.  When it is attached, the power button flashes once, then nothing happens.  What could be causing the touchpad to interfere with the power?
