Latitude E5520 Boot Issues

I power on, screen shows Dell logo like it is starting, then it goes to Windows Error Recovery, then to Windows Boot Manager which tells me if I don't have the boot disc to contact system administrator etc.  It shows a Status of:  Oxc000000f, whatever that means.  I hit the enter key and it takes me back to Windows Recovery which will not let me do anything.  Also on the Windows Boot Manager for Info it says:  The boot selection failed because a required device is inaccessible. I ran the diagnostics full and everything checked out as being okay.  So basically I cannot get past these two screens.

If you haven't run an  externded  hard drive diagnostic (takes a few hours), that's next to do. F12 at powerup.

I already did the Thorough Test Mode on the Diagnostics and it comes back and says everything is good.
