The processor 2 in group 0 is being limited by system firmware??

i hv new dell 3537 i3 4th gen and OS Win8.1 Bios ver A07 This laptop restarted sometimes and I checked event viewer; Event viewer says" The processor 2 in group 0 is being limited by system firmware. The processor has been in the this reduced performance state for 71 seconds since last report. Is this a common case? I saw there is a Bios new ver A08, that ver can solve this issue?
