Vertical scrolling rendering issue

I am using a Dell Inspiron 15 7000 series laptop running win10.

I am having issues with Adobe programs including Photoshop and Dreamweaver. When scrolling vertically using two fingered gestures on the touchpad, the screen does not re-render the content properly. the scrollbar moves but the content does not. 

Scrolling works fine with an external usb mouse. I have tried re-installing Dreamweaver and have installed a completely different copy but have had the same issue. 

Im assuming it is an issue with the scroll of the mouse more than anything else since it works fine with an external mouse. 

Does anyone have any suggestions?
