White screen at bootup

My computer flashes a white screen when booting up. This happens after the windows loading screen, just before the log on screen would load. The system then reboots and asks me if i want to boot in safe mode. If I select boot normally the system will then go to a black screen just before the log on screen would load and hang there. I can load the system in safe mode perfectly fine. I then disable the video cards under the device manager and reboot in normal mode and the computer boots fine, except everything is extremely slow of course.

I have completly updated my system drivers, video card drivers, and windows drivers. I then formatted and as soon as windows was installed i had the same issue. All of the systems fans appear to be working. The diagnostics(F12 at bootup) gives me a CD ROM fault. There are no other failed tests.
