boot config error

I have been having issues with both of my laptops in the past couple of weeks. They are identical Inspiron 5748.

One had to be restored to factory yesterday, none of the repair options worked. Now the other one will not boot. I get a blue screen telling me there is a boot configuration error and I need recovery media.

I can open CMOS or whatever it is dell calls it, and change my boot sequence to USB, but I cannot find the proper bootable download. These laptops have a warranty that expires in less than one week.
