d600 mobility radeon 9000 won't work

In the past few months I've been getting a blue screen every once and a while saying something about an error with atitag.sys (or one of the ati.sys files, I forgot which one). Recently, everytime I turn on my computer it will go through the normal boot, but at the log on screen it would either be black, or a screen with a bunch of messed up colors would show up.
I tried fixing this by uninstalling the driver and reinstalling. Everytime I do this the computer would boot up normal and work. But after I turn it off and turn it on the next time the problem occurs again.
I've disabled my graphics card and now my computer is working normal, but everything is slow.
Would anybody have an idea of what might be wrong? Is it a hardware or software problem?

Latitude D600
ATI Mobility Radeon 9000 Graphics card, updated drivers
