Hey guys this is yash, dell software expert 

I have read the issues regarding the battery problems in dell laptops currently iam using dell inspiron 3551 even i have the same battery issue which is showing plugged in not charging and i have tried all methods including bios flash update restoring defaults and restoring os too and battery clean up plug point clean up nothing didnt help me so as final step i have shutdown my pc discarded battery and adapter cleared all the dust and next  without inserting battery and ac adapter please hold the power button for 30 seconds exact and put the battery back and power on and wait until the desktop shows up now connect ur ac adapter and check battery notification hope this shud work for me it worked 100%
