E6420 stucks at (.10GHz) when charger connected

Question

I have an latitude e6420 laptop. It works fine on battery and without battery (direct line). But when I connect it with charger the cpu speed falls and stucks at (.19GHz). I have tried other adapters, throttlestop (disable BD Prochot), bios update (A25) but nothing helps...is thery anyone can fix this problem? plz help...the laptop also gets too hot... service tag:

If you have a removable battery, can you try without the battery ? I saw cases where the CPU frequency is limited when the battery is weak.
