The screen changes to Text * Press button 4 to exit the test

All Dell monitors are passive, meaning that they await a video signal from the computer video card.
What PC model? What video card model? List all of the video out ports on the video card.
Did you disconnect the U2913WM from the computer video card and run the U2913WM standalone BID (Built-in Diagnostics) in the User's Guide page 58?

I did disconnect the monitor from the computer, then run the diagnostic test by pressing 1st and 4th at the same time. Still no menu showing up.

I did that and still no menu settings appearing on the screen. Still the arrows and signs.
