this is correct. Most NDMP devices are not able to handle multiplexing with ndmp backups. Networker Admin Guide says on topic "Configuring an NDMP device resource" (pg. 511): "Set the Target Sessions attribute to 1. Multiplexing is not supported on NDMP computers." If you correct the value your problem should be gone.
