ddcomp,
Download and install the drivers in this exact order. A reboot may be required between installations.
Intel Chipset Driver
Intel Management Engine Interface Driver
Realtek Card Reader Driver
Intel USB 3.0 eXtensible Host Controller Driver
Then download and install...
Realtek Ethernet Controller Driver
Dell Wireless 1703/1705 WiFi + Bluetooth Driver
Dell Quickset Application
Places to look to see if your Connection is enabled
What virus program and firewall are you using?
You are not using Mac Address filtering in your wireless router, are you? I use these Recommended Wireless Router Settings in my wireless router, I use channel 11. If you use these settings, make a new SSID to make connecting easier the Dell Wireless 1703 802.11b/g/n (2.4GHz) works on 2'4GHz ONLY and will not see or connect on 5'0GHz.

ddcomp,
Start, control panel, network and sharing center, click on your connection, properties.(When you were at network and sharing center, was there a local connection listed?)
Look for TCP/IPv4 and TCP/IPv6 and click on properties for each. Have your settings match mine.
Start, all programs, accessories, right click on command prompt, left click run as administrator. Type
netsh winsock reset catalog
This will reset the winsock catalog

ddcomp,
Make a System Restore point.
Go to Drivers & Downloads enter your service tag, select your operating system. Under Network, download the drivers for your wireless adapter and save them to your desktop.
If you went to start, control panel, device manager, then clicked on network, right clicked on the your network adapter you should see...
Left click Uninstall. Tell it to remove the drivers and software for your adapter.
Restart your computer.
After you login, the new hardware wizard will find your network adapter and install it for you. The installation may fail. Install the Network Adapter drivers you saved to your desktop.
After the network adapter is installed, the click on the bars near the clock. You should see...
Click on Your_Network. Tell it to connect automatically, check the box. Then you should then see..
Enter your 13 character password here. Then choose Home Network
Then click close.
Everything should be setup and work.
