Slow browser performance

Just re-installed Win7 Home Premium fron the Dell Disk that came with my system(~4 years old). System seems to be working fine, but the download speed is almost nil.

Using a wired connection.

I can ping the router. I can ping external sites(e.g. yahoo.com) and the  round trip time is equal or less than what I see on another wired machine on the network.

I also tried a different ethernet cable as well as two different network drops. All the other wired and wireless devices on the network have no issues.

When I tried to download chrome it estimated 6 hours and timed out. Same thing with the Dell System Detect app.

I'm not sure what to do at this point. Any ideas would be helpful.
