Slow/uncooperative Internet

I have a question regarding my Boyfriend's internet problem.  He's had Aol, it got really slow so he would reinstall it and it would work okay for a while but it would get slow again so he would reinstall.  He never uninstalled the other editions and has been charged for multiple accounts.  Always, though, the internet would be super slow.  He had to click the icon over and over and over to get it to start and would take forever to load. 

 

Done with aol he's tried other providers:  EarthLink, Netzero, and yesterday I spent an hour on the phone with Netscape because the browser wouldn't load.  He could log in, and four steps would go by but after the fourth step nothing would happen.  I would really appreciate any help.
