WIFI periodically works; Constantly "Identifying..." or "No Internet Access"

I have Dell Inspiron laptop that is about 1 year old. For a few months now I have been experiencing trouble trying to connect to wireless networks. It will constantly say "Identifying.." and will later come up with "No Internet Access". Sometimes it will say "Unidentified Network", even though when I enlarge to the 'Wireless Networks' window it correctly states the name of the network, and will say that I actually am connected. What is most weird, though, is that this probably doesn't always occur. Sometimes it will connect to WIFI no problem, and sometimes it will just go out in the middle of me using it. Sometimes even restarting the computer will now always allow me to connect to the internet. I've run full virus scans and I have tried updating the WIFI drivers and doing the whole ipconfig/all command window thing, and there is no blatant problems sticking out. I've tried changing the registry HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\Interfaces\{GUID} with the DhcpConnEnableBcastFlagToggle trick, but that didn't work either. I've had networking issues on other computers before, but these symptoms to me suggest something is pretty messed up with my card software or something. I have a DELL wireless 1397 WLAN mini-card. I'm now running Windows 7, but the problem originated back when I had Vista running.
