can't send webpage as link in email

Hi, when I got a new computer, I can't find where I can enble a website to be put into a mail. I used to be able to go to website, click on page, and then click on send page by link or page.  It's not enabled.  Does someone know how to do that?

Also, does anyone know how to back up my favorites?  I lost all of mine when switching to new computer and want to be able to save them for future.  thank you SO much  for any help.
