(Redirected) Dell - Inspiron 2-in-1 13.3" Touch Screen not operating

We purchased the Dell - Inspiron 2-in-1 13.3" Touch-Screen Laptop - Intel Core i3 - 8GB Memory - 128GB for our daughter last year (9/17). In the last few weeks it’s having problems starting and the screen has lines through it. Unfortunately we didn’t purchase an extended warranty. She was told to remove all photos and then reboot. Any thoughts? I’m super frustrated that this computer may be inoperable after just one year.
