Bluetooth has had problems in every version and every minor iteration. It is a failed protocol. An abject failure.

It's not confined to dell products, though they do continue to push it to their customers.

Sorry, I can't be much help here.  It looks like you already did a good job of troubleshooting.  It wouldn't surprise me if a Windows update broke something again.

The only thing I didn't find in your description is - Did you install BT driver that came with BT dongle on a CD?  (Assuming it came with one.)  If so, use the CD to uninstall and then reinstall driver (unless this was tried already).

Other than that, almost the only one I know that can tackle this is speedstep.  He might just have you download a whole driver package, but it works.

Another thing to try is have Dell Support Assist scan your system.
