What specific version of the 3050 do you have?  The Micro, Tower, Small Form Factor?

Based on your limited description, anything could be suspect.  

First thought, reset the BIOS (CMOS Memory).  Open the case and with it powered off, remove the CR2032 coin cell battery on the motherboard for at least 10 minutes.  Reinstall the battery, observing polarity.  Try to power on.

Didn't know there were more than one 3050s. Mine would be The Micro.

Did you do the CMOS reset as I suggested? and if you did what is the outcome?

Sadly, with the symptoms, could be power supply, motherboard, CPU, etc.  However, reseat the 24 pin power connector from the power supply to the motherboard and the front panel connector on the motherboard.  (Reseat-unplug then plug back in).  If that doesn't do it, a trip to a repair shop looks to be in order.

I have dell optiplex 3050 micro,if i wan to on the pc must be clear cmos jumper? Why....Can help me?

when pc has No POST, clear CMOs and replace CMOs battery are two good tests to try revive board.

Did you already replace the battery and try a BIOS reset?

Next couple of things to try is disconnect the HDD/SSD and turn on.  It should then display "No boot device found."  If not...

The 3050 may support BIOS recovery.  Be sure to read thoroughly.
