Dell Optiplex GX520 desktop pc is constantly rebooting at startup

Hi, 

I have an Optiplex GX520 Desktop pc and i'm having trouble starting the computer. It keeps on rebooting and never comes to the windows logo. The LED lights of 1,2 and 3 are on. I ran the diagnostics and this is what i saw:

Floppy diskette seek failure 

System battery voltage is low.

Drive 0: HDS728040PLA320 - Fail.  Return Code: 7

Drive 1: SONY DVD+/-RW DW-Q58A - Diagnostics not supported 

Test Complete, Press to reboot

 

It is not under warranty so can someone please help me with this.

1. Replace floppy-drive or just Disable Floppy controller in BIOS

2. Replace CMOS battery

3. Replace hard-drive with conventional spinning HDD. If it's recent enough to use a SATA-controller, a SSD might provide a bit more speed.
