@Diexd
GPU is fake or bad. There are ZERO issues AFAIKT with ANY GT630, 730, 1030 etc from ANY legit vendor.
There are tons of FAKE GT 1030 1050 1060 cards out there.

Much newer cards also work fine.

Looks like a DT since you have a 5.25" full-size spot for a full-size DVD burner, not just the slim kind.
755 DT has generous 280w PSU. Therefore, you shouldn't have a problem running a GT 1030 unless PCIe slot is actually limiting power to 25w, which I kind of doubt. Not only does the GT 1030 work well in the smaller versions of the 755, but I've seen YouTube videos whereas PCIe slot limitation get exceeded, though it's nothing I can recommend when it's outside of Dell specs, notably as defined by PSU.
I'd go with speedstep's advice and try a different GT 1030.

Hi @Diexd,
What form factor/size Optiplex is your 755? You said the PCIe is restricted to 25w. GT 1030 is 30w.
