OptiPlex 3090 MFF, noisy fan

Hello. I have just purchased a brand new Dell OptiPlex 3090 MFF with i5. After i installed Win11 i have noticed that the system fan runs at 1800 rpm even if the system is idle. I have read the dell 3080 noisy fan topic and i have updated bios to 2.0.7, 2.1.1 and, finally to 2.2.0. But the problem persists - system fan runs always at 1800 rpm.

As you can see in the picture, the fan is always at 1790-1800 rpm.

Is there a solution or a new bios update that can resolve this? Thank you!

Is "Temp7" your CPU?  126°C exceeds typical Intel CPU top operating temp of 100°C, which makes me wonder if there's a sensor error.  I don't know how Win11 would affect it.

I have seen this temp7 of 126°C in the 3080 noisy fan topic. I suspect this is an reading error and this is why the fan is running at 1800rpm. I have installed last night win10 and the temp7 and fan rpm are the same.

One last ditch effort I can think of - How to Perform a BIOS or CMOS Reset and Clear the NVRAM on Dell Systems 

Other than that, I'm at a loss.  Troubleshooting high speed fan issues in some Dell's has gone on for quite some time and has proven to be difficult.

I have reset everything that can be reset. Nothing has changed. I had help from Dell Cares representative and hope it will be solved soon.

I hope Dell gets back to you on this. I also have a 3090 micro that is doing the same thing. It is running BIOS v2.2.0. I am in the process of downgrading the BIOS back to 2.1.1 to see if that helps. Following the downgrade, I may run the Dell Command Update application for any possible system updates.

Dell helped me from the start to resolve this. Now i wait onsite service to replace the heatsink. Dell cares system has been great, spending a lot of time to resolve this. 

Regarding the downgrade - a have performed bios update from 2.0.6 to, 2.0.7, 2.1.1 and 2.2.0. I have checked the fan after every bios update, reset bios settings and everything possible. 

I just hope the heatsink was the problem. I will update the status as soon as i have new info.

I do have several 3090 machines that came in. I tested by moving the CPU fan from this bad machine to another and the noisy fan followed over to the other machine and the original PC is now quiet as can be. I believe the part to be faulty, and since this machine is under warranty, I will be opening a case to have the part replaced.

The heatsink for mff models has the fan integrated.

Almost sounds like fan is giving the MB misinformation for feedback.

I can't quite imagine the heatsink being the problem unless there's a problem with the thermal paste, like not enough applied or forgotten.  Or may be by "heatsink" you, (@Lostboymir), meant heatsink with fan?  Either way, I hope it works out also.

Update = After completing troubleshooting, a DELL-Cares agent setup a part replacement. All users should now test the newer BIOS 2.3.3 and 2.4.0 and post your results.
