3060 has Q370 chipset and 8th gen intel cpu. You can only upgrade within the same gen to i7-8700 or i7-8700k. Dell has not released bios update for 9th gen cpu, although the chipset supports 9th gen cpu with bios update. In the next model Optiplex 3070 Dell has the bios to support 9th gen cpu. there may not be a lot of improvement going from 8th to 9th gen cpu though.

No the sockets are completely different . You have an 8th gen CPU I believe which is a socket 1151. The 11th gen CPU takes a socket 1200.
