Repair for Power Edge SC1420

I have a Poweredge SC 1420, and the hard drive was damaged when it lost power during boot up. I salvaged the hard drive and put the data on a new hard drive, however I am unable to repair it. I was told using the same OS CD to repair the computer would be everything I needed to restore the computer, however it doesn't seem to work. Do I need the original Dell repair or OEM Windows OS to restore the system? Anyone, please advise, thank you.
