I'm still curious as to why my previous workaround (restarting to BIOS and exiting) allowed the system to run at full speed with BIOS version 1.8.0. Any ideas?

I don't have a docking station or "dock Type-C charger", but I do have a 2nd monitor connected to the DisplayPort and two Thunderbolt 3.0 RAID drives attached to the two USB-C ports.
Do any of these peripherals have the same problem with BIOS 1.8.0 as the docking station?
I did have the AC adapter connected with a fully charged battery when I updated from 1.7.0 to 1.8.0.

It appears that Dell has acknowledged and corrected the issue with the release of BIOS 1.8.1:

It appears the issue was attributed to the laptop connected to the docking station when the battery was at a 100% charge.

After finding similar issues experienced by others in these posts - Precision 7550 CPU Throttle and Precision 7550 Degraded Performance After BIOS Update - I downgraded my BIOS from 1.8.0 to 1.7.0, and the issue disappeared.

Actually, the two RAID drives are housed in cases that have sd card slots, usb ports and a display port, so I guess that counts as a dock.
