How to run Windows 10 in safe mode

Earlier versions of Windows allowed access to Safe Mode via function key, typically F8 on a Dell. Windows 10 removed that access by default. You may enable Safe Mode via Windows System Configuration tool.

Or, you can permanently enable access to Safe Mode via F8 by doing this:

1. Open Admin CMD prompt (CMD run as Administrator).
2. Paste this:
   bcdedit /set {default} bootmenupolicy legacy
3. Press Enter
4. Reboot, holding down F8.

Now you can always reach Safe Mode option by booting while pressing F8.

I've done this on my Win10 laptops, as it's more convenient than using the System Configuration tool.

I can't run Windows normally, so I have no access to CMD and other stuff.

On startup after the DELL logo appears, nothing happens.
