It can. For instance we have 1 GB service in the house but have a a number of devices connected so that the maximum speed I see on most is 360MB and on my desktop it drops to 160 MB. But it may be that the properties settings may be off. This page from Intel has some good suggestions for the proper settings. It may be that you are not connecting on the AC 5 GHz channel.
I had a similar issue with a 5530. It was frustrating because I'd see 10-15 speeds while the XPS13 sitting right next to it would be at 50-60.
I updated every possible driver and deleted everything I didn't need to no avail. I updated to Win11 insider preview (BETA) and the next thing I knew I had speeds of 60-70 - solid for about a month now.

Accordingly, it has to be a driver problem.
