Working with Dell Technical Support I have found out what is happening.
To transfer Documents I had both the old and new drives in the computer with windows installed on both.
The Secure Boot does not like this and seems to corrupt what I think is an On-Disk Boot manager.
The CHECKING MEDIA PRESENTS caused by the BOOT order looking for media over IPV4 and IPV6, first which is looking for boot media over the network. Solution change boot order and add the right BOOT Manager to the BIOS.
