After private messages with Dell-Cares I have updated my BIOS to the latest version 1.19
This has partially solved my problem with Intel XTU newly set PL1 PL2 & TIME values not being restored following shutdown/restart, but not the reason I had to change the values.
Changes now persist after restarting. HURRAY. Thanks Ayush for your efforts.

The new BIOS still sets the higher power levels, PL1 75W PL2 135W TIME 56sec which result in repeated Thermal Throttling of my processor with core temperatures of at least 100degC, even when the COOL thermal management setting chosen in the BIOS.
Using Intel XTU stress testing and benchmarking tools I have found that power settings PL1 62W PL2 68W TIME 8 sec very rarely result in Thermal throttling of the processor cores when temperature of 100degC are reached. This results in much cooler running of the processor cores with max temperature seen of low 90's and temperature values more normally in the range 75-85 deg C during the heavy load of the stress test and benchmarking. This results in my case with without compromising performance too much, processor speeds averaging just under 4.00Hz when all 6 cores are running during the testing.

on battery the result fall a little when EDP throttling is active
Intel XTU benchmark 2.0 with PL1 75W PL2 135W TIME 56sec and COOL thermal management gives a value of 2247
Intel XTU benchmark 2.0 with PL1 62W PL2 68W TIME 8sec and COOL thermal management gives a value of 2268

The fans come on early with the COOL setting during the time of testing and make noticeable difference to the values seen.

I was shocked to see repeated processor core temperatures of 100degC, I think it's like, when driving a car, revving the engine to red line revs with every gear shift, even when just going to the shops for groceries.
I am trying to get some guidance from Dell about the set values and Thermal throttling before posting as RESOLVED

My dell precision 7550 have the same problem, coretemp tool always show 98-100'C, i dont know what to do. The temperature on my old dell precision 7510 is only 33-39'C. I tried to update and fix by dell support assist, update bios but everything still the same. This new model 7550 is too bad. I will not choose dell for any of my future new laptops

hiya - i have new2me 7750 - 

it is a very hot laptop 8/16 c/t  10875H    p4000

the cooler is good, but needs proper installation-

i do not know what my comp guy did - he struggled with it- got it working

" get rid of it right away " - ish , he wanted it, i had to convince him to sell.

the stock -( i dont know ) i am guessing he redid to paste and pads

i did not like the way it was running - so i haD A look

 i will be putting in putty - and i expect MUICH bertter results.

just use putty .... on the other stuff than the cores.

i might add some copper as well -well see - but there are issues with the cooler fit

@kevin152​ Just replace the thermal paste with a PCM model like PTM7950 or thermalright heilos v2. What's so difficult about it? I use heilos v2 and can boost up to 106 watts consistently at a maximum temperature of only 85°C. You guys are all very old-fashioned. when it reaches the PL1 limit, the maximum temperature is only 72c
