That's a video driver Direct X conflict with something else that's resident in RAM. Is there anything else attached to the system particularly video wise? USB webcam, anything? The latest Win 10 updates have affected Direct X video  and in some cases audio.

OK my pet peeve is I only use Dell vetted drivers. The generic video drivers (nVidia, AMD, Intel) sometimes cause problems. Some higher end OEMs (Dell included) add enhancements that can conflict with those chip manufacturer's generic drivers. Clear out the nVidia drivers as best you can and make sure all USB hardware (other than a keyboard/mouse) are disconnected.

If that works, at least you know the USB peripherals or something else you installed is the problem. There can be other factors for that individual system but I'll let Dell sort that out for you. Good luck!

Remember that laptops rarely or never get updated drivers like Desktops with separate video cards.
