V313 Printer Cartridge Fitting

For some time I have had problems fitting black cartridges because the rubber washer is loose and is difficult to fit. Whether I fit it to the new cartridge or place it over the plastic ring in the printer, I now get the message 'Black Cartridge Missing'. Any suggestions?
