dell 1700n laser printer toner cartridge problems

My company has an old 1700n laser printer with a toner cartridge from a non-Dell company.  It works, but it is low on toner and shaking it doesn't do the trick anymore.

I tried two toner cartridges from Dell specifically for this printer, and the printer gives an error light and a low toner light when either is installed.   With the non-Dell cartridge only the low toner light is on and I can print.

I have included photos of the two cartridges as I have noticed a rather big difference in the small circuit board on the bottom.  I don't know if this is significant or not, but it's the only visible difference between the two cartridges.  The first photo is the non-Dell cartridge, the other is the Dell cartridge (both Dell cartridges are identical).  Any help provided would be appreciated.  I don't want to simply trash the printer, as it is still usable.
