Adobe Photoshop Elements 11 digital download not opening with 7zip on XPS 8700

I purchased the digital download for APE11 for my XPS 8700.  When i downloaded it the first time, it would not open unless i downloaded a zip extractor. I did so and soon after it my internet would not work.  I took the system back to original configuration by restoring it.  When I downlaoded APE 11 again and the 7zip from Dells website, i cannot open the APE 11.  Is there anything else that needs to be done???  Is it the wrong Zip file to download??
