Try running diagnostics extended test on the secondary hard drive.  Reboot the computer, when the Dell logo appears, press F12, a boot device list, highlight the "Boot to Utility" partition and press "Enter".

Did you use XP's disk management to partition and format the drive?

As this is the secondary drive, you should not have reinstall windows.

I did a diagnostic test on the second hard drive today, and It passed on everything.

I had formated the hard drive using the format option in Windows Explorer. I did not install any software.

Any more suggestions would be welcomed.

Check for viruses on your computer. Remove any newly installed hard drives or hard drive controllers. Check your hard drive to make sure it is properly configured and terminated. Run CHKDSK /F to check for hard drive corruption, and then restart your computer.

I receive the error message when I am booting up.

I used Windows explorer to format the secondary hard drive.

On which hard drive [primary or secondary] to receive the error message?

Did you use XP disk management to format and partition the second hard drive?

Try using the Last Known Good Configuration Feature in Windows XP,

Right Now I have the same problem,I'm not able to reformat too. I believe it is caused by a sector boot virus.
