Changing write speed on DVD+RW burner

Question

How can I change the maximum default write speed of my TEAC DVD+RW DV-W58E drive?  I don't use Sonic RecordNow software, but when I did install it for this purpose the option to change the speed was not available to me.  The current speed is at maximum of  8X and I want it changed to 4X.  Is there a utility out there that can accomplish this?  I know that Nero has a program called Drive Speed or something like that, but I don't know if it will change the speed system wide or only in its application.  Thanks, Nader

Does changing the CD-Recording speed in Windows (My Computer => DVD Drive => Properties => Recording) also affect the speed at which the drive will burn DVDs? Again, I am using the TEAC DV-W58E DVD+RW drive.
