Computer does not see CD/DVD drive

have a  Del Dimension 4700 and use Internet explorer on Windows XP home.

I had a brief power outage while in the middle of installing a Windows update. This caused a windows startup problem that you guys (thanks XCATOR) generally solved by suggesting that I remove the battery from the motherboard for a few minutes and restart the computer.  That reset everything to factory settings.  I then used System Restore to reset my preferences.  The computer does not see the CD drive.  The CD drive has power and the pilot light blinks whenever the computer starts up.  I can't uninstall and then install because the compyter does no seem to know the CD drive is there.  The computer does sort of recognize a non existing "floppy drive".  The Windows startup is interrupted at each computer start because it cant ping the floppy drive it thinks is supposed to be there.  This computer was assembled without a floppy drive ank it sees the USB separately so I don't think it is confusing the USB with the floppy.

What can I do to get the computer to see the CD drive and not be bothered by the non existing floppy drive?

Enter the Setup and make sure the floppy is OFF since
you do not have one.  While there check that the CD drive
channel is ON.

Delete the UpperFilters and LowerFilters Registry Entry

Here's how:

Click the Start button, type regedit in the Search box, right click on the regedit entry at the top of the start menu and select RUN AS ADMINISTRATOR.

In Registry Editor, go to

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class   Under Class, click {4D36E965-E325-11CE-BFC1-08002BE10318}.   In the right pane, right-click UPPERFILTERS (if available) and then click Delete.  Do the same with LOWERFILTERS (if available). Click Yes when prompted to delete the registry value. Quit Registry Editor.    Restart the computer. and then check.
