I know this may sound silly, but there are certain softwares if listed in a post restricts us from trying to help someone, please edit your post and remove the reference to the one after Nero, sorry.
Have you tried a new IDE cable, make sure it is a 40-pin 80-conductor type; have you test the NEC as the only device on the IDE cable, attached to the "end" connection? Have you considered updating the system BIOS?

No, I have not tried a new IDE cable yet. I think I have a spare cable, like the one you mentioned, so I will try that today.
The Dvd Burner is attached to the end of the IDE cable, however, it is not the only drive on the cable. There is also my standard dvd rom. I did try switching the two drives' positions on the IDE cable (when I changed b/w Master/Slave) so the drive has been on both connections (middle and end) on the IDE cable.
I did update the BIOS for my system a little while ago, I am now running A08. (A05 is what shipped from the factory)
